Government Pension Offset / Windfall Elimination Provision
Ohio teachers (and other public employees like firefighters and police officers) do not qualify for Social Security.
GPO
If the spouse of a teacher passes away
that teacher and/or minor children may not receive their full social security benefit. GPO reduces the benefit the deceased spouse earned by 2/3rds of the teacher's pension and could cause a complete loss of the social security benefit.
WEP
If a teacher worked in the private sector before becoming a teacher, the factor used to determine their benefits is reduced. The amount of reduction depends on the number of years worked. Basically a teacher won't get the amount that they earned because they changed their career path.
